Further clarity on RoHS category 9 EU RoHS Directive Decoder

There have been several questions recently seeking further clarity on RoHS category 9, monitoring and control instruments.

Who better to ask than Dr Paul Goodman of ERA Technology, who was involved in the original review for the European Commission, for his expert comments?…

Category 9 of the RoHS directive.

The types of equipment that are in category 9 of the RoHS directive have a main function of monitoring and / or control. “Monitoring” would include measurement and so thermometers, analytical spectrometers and digital voltmeters are all in category 9 because they monitor temperature, concentration, voltage, etc. Monitoring and control functions are features of thermostats that monitor and control temperature and industrial process controllers that monitor and control a variety of process parameters. Other category 9 products include smoke detectors, fire alarms, traffic signals (control of traffic), X-ray imaging of luggage or electrical equipment (but not medical X-ray which is category 8), spectrum analysers, etc.

It is incorrect however, to assume that all laboratory equipment is in category 9 as these products must monitor or control as their main function. Laboratory grinders are clearly tools (category 6) and centrifuges would also probably be regarded as category 6. Laboratory ovens should be regarded as being category 9 as they monitor and control temperature but a laboratory hotplate could be category 6 or 9 depending on whether temperature control is less or more important than providing a heat source. Note that soldering irons are regarded as tools. There will always be grey areas with RoHS where it is not clear which category is the most appropriate, especially as many products perform multiple functions. Each product should be assessed on a case by case basis to determine its status, and this should depend on the most important function.
